Appropriation Act Key to Turning 2026 Budget into Service Delivery – Musokotwane

The Government has reiterated that the National Budget only becomes actionable after Parliament grants legal authority to spend public funds through the Appropriation Act, underscoring the central role of parliamentary oversight in Zambia’s public financial management system.

Each year, the Government presents the National Budget to outline how revenue will be raised and allocated to national priorities such as education, health, infrastructure, social protection and economic growth. However, the presentation of the Budget alone does not permit the use of public resources.

That authority is conferred through the Appropriation Bill, which is presented to the National Assembly for approval and becomes law once assented to by the President. For the 2026 financial year, the Bill seeks Parliament’s consent to convert approved budget estimates into a legal instrument authorising withdrawals from the Consolidated Fund, the central account for all Government revenues.

Minister of Finance and National Planning Dr Situmbeko Musokotwane said the process is rooted in constitutional principles that prohibit the spending of public money without parliamentary approval. He explained that the Appropriation Bill serves as the legal link between Government policy intentions and lawful implementation.

“The Appropriation Act ensures that public spending is subjected to scrutiny, debate and approval by elected representatives on behalf of the people,” Musokotwane said.

Once the Bill is debated and passed by the National Assembly and assented to by the President, it becomes an Appropriation Act, enabling ministries, provinces and spending agencies to legally access funds and implement programmes.

The framework, he said, safeguards transparency, accountability and fiscal discipline by ensuring that every kwacha spent is tied to a purpose approved by Parliament. Where circumstances change during the year and additional resources are required, Government must return to Parliament through a Supplementary Appropriation Bill to seek further authority.

Musokotwane stressed that the Appropriation Act is not a mere procedural requirement but a cornerstone of Zambia’s public finance system, reinforcing oversight and protecting public resources.

He noted that while the 2026 Budget will provide the necessary resources, the Eighth National Development Plan offers the strategic direction, with the Public Service bearing responsibility for disciplined and accountable implementation.

“Every kwacha authorised under the Appropriation Act must be used with purpose and care,” he said, adding that stability, peace and unity remain critical enablers of effective budget execution.

Under the New Dawn Administration, Musokotwane said fiscal prudence remains a non-negotiable principle to protect service delivery, preserve credibility and ensure resources reach communities, schools, health facilities and productive sectors.

He further emphasised that budget execution will be a key measure of leadership performance, not merely an administrative exercise, as Government remains committed to sustaining macroeconomic stability, accelerating growth-enhancing activities and promoting inclusive wealth creation.

“In speaking about the Appropriation Act, we are speaking about a national commitment to move from plans to action, from allocation to impact, and from intention to measurable improvements in the lives of citizens,” Musokotwane said.

He said this is the responsibility Parliament authorises, the discipline the Public Service must uphold, and the pathway through which the 2026 Budget will translate into tangible progress for the people of Zambia.
