Lusaka, 19 November 2025 — The United Nations Industrial Development Organization (UNIDO), in partnership with the Zambia Development Agency (ZDA), has launched the Investment Monitoring and Support Services (IMSS) report titled “Zambia’s Business Climate at a Glance.” The report provides data-driven insights aimed at strengthening Zambia’s investment ecosystem.
Speaking at the launch held at Southern Sun Hotel, ZDA Director General Albert Halwampa described the report as a strategic tool that offers a clearer understanding of Zambia’s foreign direct investment (FDI) landscape, investor aspirations, and the challenges they face.
“This report is more than a document. It is a mirror reflecting both our progress and the areas that need improvement as we work to create a more conducive investment climate,” Mr. Halwampa said, adding that the insights would guide reforms and enhance aftercare services to support investment growth.
Also addressing the event, Lana Zutelija, EU Private Sector Delegation Team Leader to Zambia and COMESA, highlighted the timeliness of the report, following the recent EU–Zambia Lobito Corridor Business Forum, which showcased strong European interest in investment opportunities along the corridor.
“This report contributes to the implementation of the EU Global Gateway strategy and reinforces the EU investment offer across key sectors such as energy, infrastructure, telecommunications, education, and health, fostering stronger links between Europe, Africa, and Zambia,” she said.
Sichuzuwe Musokotwane, Director of Industry at the Ministry of Commerce, Trade and Industry, emphasized that the IMSS platform provides a structured, data-driven mechanism for tracking investment performance, identifying bottlenecks, and offering timely support to investors.
“This tool enhances transparency, accountability, and the ease of doing business, ensuring that investments translate into job creation, industrial growth, and increased exports,” he said. Mr. Musokotwane also highlighted the EU’s support under the ACP Business Friendly Programme and UNIDO’s partnership as reflecting a shared vision for Zambia’s industrial transformation.
Notable attendees at the launch included Brian Portelli, Chief Technical Advisor for the UNIDO Africa, Caribbean and Pacific Business Friendly Programme, ZDA directors, and other key stakeholders.
